In June 2016 we contacted park neighbors and residents with an initial online survey, for their views on the upcoming changes to Morrill Meadows and East Hill Parks. We asked how often they visited either park, and what they most liked and disliked about the parks. By making word clouds of their responses we were able to identify broad general preferences to use as a basis for design efforts.

In August 2016, we presented the three preliminary plan concepts shown below for public comment. Again we asked what people liked best and least, and also what they would add to each design. Word clouds from the responses were used by city staff and our consultant to further refine the concept.

By late 2016, the single preliminary conceptual design shown below had taken shape. Created by our consultant and staff, it was informed by all of the suggestions and ideas put forth by survey respondents. This "preferred" design was presented online in December 2016 for public comment. Different yet complementary design zones throughout the park create different experiences, and possible amenities and their locations were added. Once again, we asked about likes and dislikes, and for additional thoughts about the design.
FINAL SITE PLAN DEVELOPMENT
These park improvements are part of the overall scope of the Kent YMCA, a 50,000-square-foot facility with an aquatics center, which is slated to open in late summer/early fall 2019. The YMCA is responsible for fully funding the YMCA facility, while the city is responsible for the park and a portion of frontage improvements.
Park features include:
- Relocated large and small dog parks
- New multi-use sport court
- New trails and paths
- “Front porch” plaza in front of the new YMCA
- Reconfigured great lawn
- New small lawn
- Parking lot
