Project Overview 

The City of Kent is modernizing and consolidating its municipal facilities through a multi-phase effort to improve services, strengthen civic identity, and create a unified civic campus. The phased approach ensures continuity of operations, minimizes service disruptions, and provides adaptable spaces for future needs.

Key benefits include enhanced citizen services, modernized and efficient workspaces, upgraded safety and security, and reduced maintenance costs through energy-efficient systems—all contributing to a cohesive, long-lasting civic environment.
New Administrative Services Building

New Administrative Services Building:

A full interior renovation will transform the building into a modern, welcoming hub for City departments, featuring efficient workspaces tailored to departmental needs and shared areas that foster collaboration and streamlined operations.

New Council Chambers

New Council Chambers:

The new Council Chambers will provide a modern, secure space for Council meetings, offices, and community gatherings, with flexible design to support civic engagement during and beyond official sessions.

New Kent Police Department Headquarters

New Kent Police Department Headquarters:

A modern, secure home for the Kent Police Department and City Clerk, featuring upgraded safety systems, new evidence storage, and specialized spaces to support efficient operations and community protection.

Current City Hall Demolition & Plaza Build

Current City Hall Demolition & Plaza Build:

The existing City Hall will be replaced with a civic plaza designed for public events and gatherings, creating a vibrant, secure, and connected space that integrates seamlessly with the new civic campus.

Project Partners:

  • Skanska awarded as the General Contractor for the duration of the project. The City of Kent has completed the General Contractor/Construction Manager (GC/CM) selection process, awarding the contract to Skanska USA Building Inc. on August 19, 2025. 

    With contract finalization and preparing to launch pre-construction activities, this milestone marks a significant step forward in the Municipal Relocation Program.

  • Architectural & Engineering firm ARC Architects has been onboarded and is working to finalize preliminary test fits of ASB, KPD, and Council Chambers.

  • Athenian Group is supporting the City with program management and advisory services to help guide planning, communications and delivery of the Municipal Relocation Project.

Latest project updates:

  • ASB: Layout development in collaboration with ARC Architects is progressing well, ensuring square footage alignment and space planning that reflects the operational needs of each department

  • New Police Headquarters Building Design: The team is working closely with the Kent Police Department to finalize the design, ensuring security and specific police operational requirements are fully incorporated.

  • New Council Chambers: Layout development in collaboration with ARC Architects is underway and working to finalization.
