Message from Chief Padilla

Thank you for visiting our website. We have had a lot of inquiries about policies, procedures and what sets Kent apart as a law enforcement agency. This page is intended to provide some answers to some of those questions. While it isn’t all inclusive, we will be updating it regularly based off your feedback. As your police chief, it is an honor to serve and be a part of this community. I am proud of the progress we have made. As a leader of color, I recognize we have even more progress that we must make. It is my intention to listen and learn from the community to understand their expectations so we can deliver the results they want to see. Community Immersion Law Enforcement Program (CILEP)

Community Immersion Law Enforcement Program (CILEP) Application

The City of Kent Police Department is seeking applications from 501(c)(3) or Kent based community organizations for its Community Immersion Law Enforcement Program (CILEP).  

This application process is intended to identify and secure service agreements with non-profit agencies or Kent community stakeholders who demonstrate a commitment and capacity to help facilitate genuine relationships between City of Kent Police Officers in training and our diverse communities. A special consideration will be given to community organizations who serve *BIPOC youth.

Use of Force & Calls for Service

For the past 3 years, we have averaged 96,788 calls for service per year. Out of those calls, we have 343 use of force incidents per year. Out of those uses of force, we average 3 complaints per year. All complaints are thoroughly investigated by command staff. We average using force on 0.35% of our calls. Out of the less than 1% of the time we use force, we receive use of force complaints 0.87% of the time on average.

Important Note: Any officer engaged in a use of force, must report the incident, per officer involved. So, if two officers are engaged in the same incident it is reported twice. Therefore, our use of force numbers are skewed higher than the total number of actual incidents where force was used.

These numbers reflect police operations within the Kent Police Department. Police operations include patrol, investigations, specialty units, laboratory costs, and enforcement of gambling laws. What is not included in these numbers are things like crime prevention, community education, block watch, records and evidence costs. Rather, the numbers you see are specific, directly attributed to police officers and police operations in the community. As you can see, Kent is the second to lowest funded department amongst our comparable cities. Cities like Tacoma have 75% higher funding levels per capita, as well as Seattle with a 67% higher funding level per capita and even smaller cities like Auburn have a 42% higher funding level per capita than Kent.

Community Programs

We have a variety of community programs we operate throughout the year. We hold a resident’s academy twice per year to let residents learn the ins and outs of our department. We host the game of life youth leadership conference with impressive attendance from every high school in the Kent School District as well as schools from districts outside of Kent. Additionally, we host an annual shop with a cop program to take economically disadvantaged youth and partner them with a police officer to do holiday shopping for themselves and their families while building positive relationships with law enforcement.
