The City of Kent seeks proposals from qualified development teams with a strong track record in either public-private partnerships or the development of flex tech/industrial business parks to lead the planning, design, and construction of a visually distinctive urban manufacturing campus. The project site, a City-owned property, known as the Naden Avenue Assemblage, sits at the geographic center of the Kent Valley industrial submarket—one of the country’s premier center for aerospace and industrial manufacturing.

The selected development team will be invited into exclusive negotiations with the City to secure a ground lease or purchase option, subject to City Council approval. Together with City’s Economic and Community Development staff, the team will advance a shared vision for the site—transforming into a signature asset within one of the nation’s leading hubs for industrial technology prowess. Period of closing after receiving a negotiated sale of option and earnest money deposit will last a period of upwards thirty months for entitlements and closing requirements in addition to time of exclusive negotiation if mutually agreed by both parties.

Written responses to this Request for Proposals (RFP) must be received in hard copy by the City Clerk’s office no later than noon PST on August 1st, 2025, at 220 Fourth Avenue South Kent, WA 98032.

Checks for Escrow Deposit with City Finance should have “Naden Avenue RFP” written on the memo line of the check.  Checks should be brought to the City of Kent’s Finance Customer Service counter 400 West Gowe Street prior to
submitting the RFP with the City Clerk’s office. Finance will provide a receipt that can be included with the RFP to show the check is collected.
