NOTICE OF PUBLIC HEARING REGARDING THE 2019

CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) FOR

THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG)

 

 

The 2015-2019 CDBG Consolidated Plan for Housing and Community Development is an overall strategy for housing and community development; it is submitted annually to the Department of Housing and Urban Development (HUD) before CDBG funds are allocated to the City. The Consolidated Plan guides the City’s allocation of CDBG funds.

Each year of the Consolidated Plan, the City submits a Consolidated Annual Performance and Evaluation Report (CAPER) to HUD. Its primary purpose is to inform Kent residents and stakeholders where federal dollars were spent, which sub-recipient (nonprofits) provided activities on behalf of the City, how the City’s investments addressed the housing and community development goals that the City identified in its Consolidated Plan, and what was accomplished in 2019. It also serves as an evaluation tool and begins the process of setting future spending goals. In 2019, the CDBG program distributed $1,111,021 for capital and public service projects.  

In accordance with 24 CFR 91, the City of Kent solicits comments and public review for its 2019 Community Development Block Grant (CDBG) program.

The Kent Human Services Commission will conduct a public hearing on Thursday, March 19, 2020, at 12:30 p.m., in the Centennial Center, 400 W. Gowe Street, Kent, WA  98032, first floor, North/South Conference Rooms. The purpose of this hearing is to solicit public comments prior to approval of the CAPER and submission of the report to HUD.       

Written comments and/or suggestions may be made in person before the Human Services Commission during the public hearing on Thursday, March 19, 2020, or mailed to Dinah Wilson, CDBG Program Coordinator, Housing and Human Services Division, City of Kent, 220 4th Ave. S., Kent, WA 98032.  Comments may also be faxed to (253) 856-6070. The comment period will end on March 19th at 1:00 pm.

  • Kent Human Services Division (HSD), Kent City Hall Building, 220 4th Avenue South, Kent, WA98032, 3rd Floor, 253-856-5070. An electronic copy may also be requested by emailing drwilson@kentwa.gov .

 

The City of Kent will provide interpreters at public hearings, upon request. Non-English-speaking residents and citizens with speech, sight, or hearing impairments who wish to review the documents or comment at the public hearing should contact Kent HSD at 253.856.5070, seven (7) days prior to the hearings, so that the City has ample time to arrange for interpretation services.  Reasonable accommodations at the public hearing, such as sign language interpretation or alternate formats for printed material, are available for individuals with disabilities with a minimum of seven (7) days advance notice.  Please call HSD and speak to someone directly to avoid leaving a message to someone who could be on leave. If seven (7) days of notice is not provided, it may be impossible to make timely arrangements. For TTY relay service, call Washington Telecommunications Relay Service at 711 or 1.800.833.6388.
